Best home improvements

I was charged 3600 to fix a hole in the masonry of my building just above the foundation. Approx size: 10x5". Rats and water had been coming in to the house.
Initially, Steven and his crew seemed extremely keen and responsive to do a great job here. He promised not to ask for payment until the job was completed to my satisfaction.
Then everything went south. Both a vent and some downspouts were removed to complete the project. The masonry work was completed by a 3rd individual who did great work. After he finished, Steven asked for full payment despite the fact that the project was not completed.
The rest was a mess. The vent was replaced with one that was too small and had gaps all around that water and pests could get in. This was temporarily attached by 2 guys who showed up unexpectedly (and did not even ring my doorbell to let me know they were there). They didn't have the proper masonry drill or screws to attach the vent or downspouts.
I had to call repeatedly to have this addressed, and had to duct tape the holes during 2 major rainfalls.
The vent was finally replaced but the downspouts were left unattached.
The downspouts were never fixed, and on their last visit Steven and his cohort left pieces on the ground which disappeared. They never came back as they had promised to finish reattaching them.
I'm so disappointed in this project outcome given the initial impression I had of Steven. Perhaps they took on too many project.
