How do I support the chimney structure and remove a chimney breast in my house?

I recently purchased a semi-detached house. My dad, who's been in the construction business for 45 years, says we don't need a building permit or to get permission from our neighbours to support the chimney stack on the shared wall and then remove the chimney breast from the bedroom and living room. He's planning to do the work himself. I'm asking because he is confident we don't need them, but I've heard a lot of regulations have changed over the years. Thanks 😊
