Can I add a bathroom in a four-season room?

Hi, I’m considering adding a small bathroom on the main floor because the one upstairs is very tight. The only way to do this would be by converting part of a four-season room into a bathroom. Is this feasible? Do people do this often, and would it add value when selling the home? Would I need permits or inspections from the city to do this, since plumbing and drainage would be involved? Thanks in advance for any advice!
