How do I fill in an old backyard pond?

We have an old pond left by the previous owners and with young kids running around, I want to fill it in. What's the safest way to go about this?

Remove and pond elements until back to earth.
Fill in the whole with clean fill in layers compacting between layers, then top with topsoil 1-2 inches and sod or grass seed

Fill in about half way with as many rocks that you can find, the larger the better and top it off with soil and grass seed.
