stuck shut off valve

Hello, How to turn off a stocked multi turn water shut off valve under faucet bathroom cabinet? I don't have a lot of space under that cabinet and the handle of the valve is plastic.

Soak it in vinegar and wiggle it with some pliers, most likely you will have to replace it however because the rubber washer/oring will likely be worn and leaking after you shut it off
