You can absolutely covert a cold room to a regular interior room. Moisture barrier for framing members, proper insulation and vapour barrier or spray foam. You would also need to add some heating to the room either through adding an additional register or customize the door to allow airflow from existing basement heating

Yes, it can often be converted into conditioned storage space, but it depends on how the room was originally built. Cold rooms are intentionally kept unheated and usually have little or no insulation to reduce condensation.
If the room contains the sump pump, you’ll also need to maintain access for maintenance and ensure the pump discharge line won’t freeze.
The key is controlling moisture correctly—not just adding insulation. The walls, ceiling, and door need to be insulated and air-sealed properly, and the vapour barrier must be installed on the warm side (where required by your local building code). If it’s done incorrectly, warm, moist indoor air can reach cold surfaces and create condensation and mould.
If there’s any moisture entering through the foundation, that issue should be addressed before finishing the room. In some cases, leaving the sump pump area in a small enclosed utility space while insulating the rest of the room is the best solution.
A contractor or building envelope specialist can tell you whether the room can be safely converted based on how your home was constructed
