How do I mix the right cement for a retaining wall or garden bed?

I'm looking for some advice on the right stucco mix ratio for concrete blocks. What's the correct mix for the base and finish coats? Should I be using stucco mesh and adding hydrated lime with a plasticizer and bonding agent? Thanks for the help!
