Hello, Your don’t need a permit to install a temporary fence around your pool. Just make sure it’s solid enough to stop a child from pushing it over.

I would check with the permit office in your area. Sometimes you do need a permit, while other times you don't. It all depends on where you live.

Technically you do still need a permit to install a temporary mesh fence. Here is why; Ontario municipal pool by-laws require a 4 sided isolation fence that separates the pool from the rest of your backyard. The city/town still has to inspect and approve your isolation barrier for your pool Strict material and inspection bylaws: -climb-ability -most bylaws mandate a minimum height of 4-5 feet and max ground clearance of no more then 2-4 inches. - the fence must also include self-closing self-latching, and lockable gate. Long story short a STANDARD POOL ENCLOSURE PERMIT is required. Try calling city hall to submit a site plan and go from there.
